Ontario Fines Five Operators Over No-Deposit Bonus Ads
29 October 2026
The Alcohol and Gaming Commission of Ontario (AGCO) has fined five online operators for violating the province's strict bonus advertising regulations. The fines, which totaled over CAD 1.1 million, reaffirm the AGCO's strict stance on how no-deposit bonuses and free spins can be promoted.
Since November 2020, Ontario has tightly restricted the advertising of gambling inducements, including no-deposit bonuses. Under the AGCO's registrar's standards, such promotions can only be advertised on an operator's own website or via direct marketing to players who have actively consented to receive them. Any other form of public advertising is prohibited, including targeted ads and algorithmic promotions.
The five operators fined in this latest crackdown were found to have violated these rules by:
1. Promoting bonus offers without disclosing all key terms and conditions
2. Describing offers as "free" when they were not, due to attached wagering requirements
3. Using promotional language suggesting deposits were not needed to claim or use the bonuses
4. Failing to ensure bonus terms limited max wagers and withdrawals to what is "reasonably attainable"
